Verifiers accredited for the EU Emissions Trading System (EU ETS) and specifically EU ETS Aviation, accredited by a national accreditation body according to Implementing Regulation (EU) No. 2018/2067 of 19 December 2018 on the verification of data and on the accreditation of verifiers pursuant to Directive 2003/87/EC, may verify reports under ReFuelEU Aviation, without the need for an extension of its accreditation scope.
A centralised list of EU ETS aviation verifiers is unfortunately not available. To find an accredited verifier you can try to contact your national accreditation body if they have accredited verifiers for EU ETS (Aviation) with the relevant accreditation. It is allowed to use an accredited verifier from a different member state than the Netherlands provided they have the correct accreditation.

NEa supervises compliance with the obligations for aircraft operators, according to the ReFuelEU Aviation Regulation (EU 2023/2405) and published list of aircraft operators.
The NEa understands that it may be challenging for aircraft operators to submit complete and accurate verified reports for 2024 on time. In addition, the European Commission considers 2024 as a “dry run year”.
The NEa will therefore not impose any fines in relation to the reporting period for 2024. However, we strongly advise you to show the NEa that you have made an effort to report to the best of your abilities, in order to be well prepared for the refuelling and reporting obligation for 2025 and beyond. From 2025 onwards the Regulation provides no longer the possibility to refrain from imposing fines.
