Dear contact person,
You are receiving this e-mail because you are registered at the Dutch Emissions Authority (NEa) as the monitoring plan contact person for an aircraft operator subject to the EU ETS. Based on an assessment of your CO2 emissions in Eurocontrol data, we expect your aircraft operator to be obligated to submit an emissions report and surrender allowances under EU ETS and CH ETS for the 2024 emissions year. For aircraft operators under the administration of the NEa for the purposes of CORSIA, this also includes the reporting of CORSIA emissions. |

Updated template Annual Emissions Report (AER) published by the European Commission |

The European Commission has published the new AER template that aligns with the updates to the Monitoring and Reporting Regulation (EU) 2018/2066 (MRR), and can be found at:
Template No. 5: Annual emissions report of aircraft operators for EU ETS, Swiss ETS and CORSIA. The template can also be found on the NEa-website. We recommend carefully reading the Guidelines and Conditions tab on the AER excel file for guidance on correct use of the template and links to additional useful documentation.
Please note that this template is the only template that should be used by aircraft operators for reporting their annual emissions in 2024, in line with the MRR and the Accreditation and Verification Regulation (EU) 2028/2067 (AVR). The template incorporates the new requirements for the reporting of the neat fuel fractions and use of alternative aviation fuels. It is also to be used for application for free allowances pursuant to Article3c(6) of the EU ETS Directive for Fuels Eligible for EU ETS support (FEETS support).
The Commission continues to work on updating Monitoring Plan (MP) template and has circulated the draft version to member states for final comments. Publication currently foreseen first half of February. Once published the NEa will inform you without delay.

- Submit (verified) annual emissions report to the NEa via the EU ETS Reporting Tool: https://ets-reporting.ec.europa.eu
- Enter emissions data into the registry
- Have emissions data verified by your verifier in the registry
|

|
- Surrender sufficient emission allowances in the registry
|
|
|
|
Please ensure you have access to your account in the EU ETS Reporting Tool. The manual is available here: EU-ETS Reporting tool - User Manual. If you fail to meet these deadlines, you will be in breach of your obligations under the EU ETS. |
